Really, it doesn't have to be about romance. Many of the best monologues aren't. Pick a subject that the imaginary character don't have to think of one yet would be in conflict about, feel emotional turmoil over. Perhaps they have to go to war, and don't want to for ethical or other reasons- they're telling someone they're leaving for Canada to escape the draft.
Perhaps they committed a crime or hurt someone they cared for, and are feeling guilty and wondering what to do: Or it doesn't have to be particular about personal feelings, which might lead you down the path of a soliloquy. Someone's died, and you have to tell their relatives you're a doctor or policeman or something.
Someone did something to make you angry, and now you're telling them very eloquently and without profanity to enjoy hell. Honestly, it's not too difficult if you think about it- it's simply speaking to someone uninterrupted.
